May 28, 2018 - Spell costs have been calculated so that they no longer decrease as your skill improves; instead your spells will get more powerful as skill increases. Neither light nor heavy armor increase spell costs, however, costs are reduced if armor is removed since movements are less restricted, making it easier to cast spells. Geometer guarantee's that even if you need to scribe a non-Blessed book, that every spell, no matter the level, will cost 1 page of ink. If you kept a craft up, make it for 1/3rd the cost. Important to note: Necklace of Phantom Libraries, and Aureon's Spellshard seem to have 1 slot per spell. You can easily buff your spell dmg by 20% so its more effective to stack spell dmg instead of max magicka. You still need a decent magicka pool (around 25-30k at v14) to avoid running out of magicka quickly. Spell dmg comes from gear sets boni, like torugs pact 2pc, magnus 4pc etc. From major sorcery buff (20% increase to spell dmg) given by entropy, surge, sap etc. From jewelry enchants, although magicka cost reduction enchants are usually better.
The first two; yes. I don't believe the latter (spell penetration) has any effect on healing effectiveness.
Spell pen should apply to healing, but at the same time, I can't imagine it doing anything.

Spell pen reduces the opponents spell resistance when struck by a spell. I forget if this is linear or percentage based.But, healing spells ignore the target's spell resist, because you don't want the tank resisting your heals. So, spell pen reduces their spell resistance (which is already at 0) to... 0. At least I think that's what's happening. I'm a little shaky on how it works there specifically.
So, the short version is, 'it should work, but it won't actually do anything.'
Spell pen has no effect on heals. Netto resist is target resist minus player penetration, so its linear not percentage based.

All magicka builds will be more dangerous but sorcs cannot bolt away anymore. The cost of bolt escapen and its mophs keeps increasing by 50% each time its casted within 4 seconds of the previous one. This will greatly reduce the survivability of sorcs, escpecially in 1vX situations.
